May 27, 2022. Mill Valley, CA. Boundary Solutions is pleased to report that due to heretofore unforeseen profound spatial relationships revealed during a collaboration with one of our National NPN Repository Pilot Testers, a major improvement to ParcelAtlas NPNs is now being implemented. As part a ParcelAtlas total REBUILD to accommodate bulk uploading of WEEKLY property record updates, the spatial component of the NPN is being vastly improved. As seen below, the nonspatial half of a NPN is a five-character Property ID code (PID) for accountability between a parcel boundary and, as needed, multiple interest (OWNER) records linked to the same parcel. Also included in the rebuild is improved archival management of all past OWNERS and APNs, without which updating NPNs assigned to multi-interest / owner parcels is not possible.
After more than 3 years of assigning NPNs to every parcel in ParcelAtlas, without which this Single Hosted Feature Service cannot be updated, the following major improvement is being made to so the resulting systemic advantages can expedite NPN National Repository universal adoption. Some of you may be familiar with OLC and Plus Codes and some are not. Keep reading to learn about this rapidly emerging international standard for locating anything on the planet and why it will expedite adoption.
What are Plus Codes All About? Open Location Code (OLC), a geocode system for identifying an area anywhere on the Earth, was developed by GOOGLE but is now completely open source. “Plus Codes” is the name applied to any such located feature, be it buildings, parcel or other location. Open Location Code is a way of encoding location into a form that is easier to use than showing latitude and longitude coordinates. Driven by a fine array of grid cells, a 12 character text string signifies a parcel centroid within 1.4 meters of ParcelAtlas legacy NPN lat long value.
Why be a NPN Assignment Service Pilot Tester?
Study the image below. Keep looking at the legend. Think about how shabby Americas’ land record management capabilities are compared to some 40 nations worldwide with, or soon to have, national indexing supported by a National Repository, the BLUE HUB on the right. Think about all the contrived and missing interfaces between vital land-related databases that should be able to talk to each other but cannot. Then think about a value-add to be implemented at no cost by contacting us to arrange for a FREE Pilot Test of the NPN Assignment Service as defined in this WHITE PAPER.

ParcelAtlas is the only national parcel layer content service INSIDE ArcGIS® Online, weighing in at almost 2900 counties, 149M parcels enhanced with industry leading Quantarium Property Attributes updated WEEKLY. As for functionally, its analytical ability is limited only by the subscriber’s mastery of ArcGIS Pro. It is also the home of the nation’s NPN National Repository, created out of technical necessity, each parcel ID a singular machine-driven number with no bias other than technical necessity. Keeping the NPNs current for over three years, the NPN National Repository is now being reviewed by the Open Data Consortium as a national standard for implementing Universal NPN Compliance, a globally unique persistent parcel ID assigned to every US parcel and related land records.
